Welcome to NHSC Library and Archive Services

Nueta Hidatsa Sahnish College (NHSC) Library and Learning Resource Center is an integral part of the NHSC educational process. The online Bulletin and several subscription databases are significant information resources that support student learning and are available through the Library and Learning Resource Center. The library has a collection of over 15,000 volumes including serials, reference, fiction, and children’s titles. The circulating collection provides access to a number of resources in video, DVD, audiocassette titles and current paper periodical subscriptions. A prominent feature of the collection is the Native American holdings. A Special Collection is under development, which contains titles about the Mandan, Hidatsa, and Arikara tribes. The Special Collection may only be used on-site.

Circulating books are loaned for two weeks. Periodicals are loaned. Videos/DVDS are loaned on a refundable deposit basis. Equipment provided for in-library use includes microform reader/scanner, DVD/VHS player, FAX machine, and photocopier/scanner.

Goals

To select, enhance and maintain the Nueta Hidatsa Sahish College NHSC) Library collection of resources that support NHSC curriculum and reflect the diversity of Native American groups.
To provide reference and library skills for NHSC students and staff.
To facilitate interlibrary loan and document delivery to students and staff.
To provide qualified professional personnel and well-trained work-study (LTE) students to service NHSC students and staff.

Library Card:

You can check-out library materials with a library card. Your card also allows you to access items from member libraires of the Central Dakota Library Network through interlibrary loan.

Archive Resources:

The NHSC Archive is new campus resource. The holdings focus on the college and its history, tribal education and higher education, the tribal Nations of North Dakota, and Native People. Ask the librarians how you can research and access the papers, photographs, and digital files in the archive to enhance your scholarship.

Policies Statement:

The purpose of this Library Circulation Policy is to provide clear and accessible guidelines for borrowing, renewing, and returning library materials. These policies are designed to ensure fair access to resources for all library patrons, maintain the integrity of the library’s collection, and support the library’s mission of providing knowledge, enrichment, and lifelong learning to the community of Fort Berthold and NHSC.

Behavior Policy

Inappropriate behavior will not be tolerated.

Anyone who behaves inappropriately in the Library will be given a verbal warning. If the inappropriate behavior continues, the patron will be asked to leave the Library.

If an individual refuses to comply with a request to cease inappropriate behavior or to leave the Library, Campus Security will be notified.

Inappropriate behavior may include, but is not limited to the following:

Loud or excessive noise.

Theft or mutilation of Library materials.

Patrons under the influence of drugs or alcohol.

Harassment of any kind: physical, verbal or sexual directed at other Library patrons or at Library staff.

Cell phone & Electronic Devices

Use of cell phones is not allowed in the Library. Please turn off all ringers, pagers, etc. upon entering the Library.

Audiobooks/CD/DVD players must be used with a headset.

Library video and DVD players must be used with a headset.

The sound on laptop PCs should be turned off. Laptop computers must be used with a headset or the sound off.

Food & Beverages

Food and beverages are allowed in the Library.

Drinks are encouraged to be in spill-proof containers.

No food or beverages are allowed on the computer tables.

Children

Parents or guardians are responsible for the safety, care, and supervision of children of any age in the Library.

Children under 12 may not be left unattended in the Library.

The Library does not censor Library materials. Therefore, supervision or restriction of a minor’s access to the Internet or other Library material is the responsibility of the parent or legal guardian.

Parents or guardians of children who are disruptive will be asked to remove their children from the Library.

Parents or guardians will be held responsible for damage caused to Library property by their child(ren).

Eligibility for Borrowing

• All registered members of the library, including residents, students, faculty, and staff, are eligible

to borrow materials.

• Non-residents may be eligible for borrowing privileges upon payment of a non-resident fee,

subject to the library’s approval.

• Visitors may access materials within the library premises but are not permitted to borrow items

without a valid library card.

Acceptance of a library card signifies agreement to obey all rules and regulations of thelibrary: to pay for the damage or loss of materials at the cost listed on the item’s libraryrecord and to give immediate notice of a change of name or address. The individual towhom the card is issued, or parent/guardian of a minor, is responsible for activity on thecard until notice of its loss is received by the library.
All library cards automatically expire and get renewed every five years. This allows library staff to update patron contact information.

• Children under 14 years of age must have parental or guardian consent to obtain a library card.

Library Card Registration

• Patrons must present valid identification (Tribal, Military, or Federal) with proof of address to register for a library card.

• Library cards are non-transferable and must be presented at the time of borrowing.

• Patrons are responsible for all items borrowed with their card, including items borrowed by others with or without their consent, unless the card has been reported lost or stolen.

Borrowing Limits

• Each patron may borrow up to 5 items at one time (All items borrowed equally a max total of 5 items), subject to material type restrictions.

• Limits for specific material types are as follows:

• Books: 5 items (exclusively books)• DVDs/Blu-rays: up to 2 items one per patron (i.e., out on Monday due Wednesday). $5.00 refundable deposit is required.

• Magazines: up to 5 items (exclusively magazines)

• Special collections and reference items may not be borrowed but can be viewed in the designated viewing area, unless otherwise specified.

Loan Periods

• Books: 30 days

• Audiobooks; Music: 30 days

• Magazines: 7 days

• DVDs/Blu-rays: 7 days

• Audio materials: 14 days

• Interlibrary loan materials: subject to lending library’s policy

• Technology items (laptops, tablets, etc.): 7 days (with a signed agreement form)

Renewals

• Most items may be renewed up to two times, provided no holds have been placed by other patrons.

• Renewals may be made in person, by phone, or online through the library’s catalog system.

• Interlibrary loan materials and specially designated items may not be eligible for renewal.

Holds & Reserves

• Patrons may place holds on items currently checked out or in processing.

• Once an item becomes available, the patron will be notified by email, phone, or SMS, according to their preference.

• Held items will be kept at the circulation desk for 7 days before being returned to general circulation.

• Each patron may have up to 5 active holds at any given time.

Returns

• Items may be returned to the main circulation desk or external book drops (Location outside of library entrance.

• Technology items and special collections must be returned in person to the circulation desk.

• Patrons are responsible for ensuring that items are returned in good condition and by the due date.

• Late returns may result in fines and suspension of borrowing privileges.

Overdue Item Notification by Email• First notice . . seven days after due date.

Final notice . . 21 days after first notice.

Unresolved notice results in frozen student account and patron owes $20.00.

Declared lost and billed . . 21 days after the final notice.

Fines and Fees

NHSC does not charge overdue fines.
NHSC Library cardholders are responsible for any fines or fees incurred on their card from
overdue or lost items
Charges for lost or damaged items are the replacement cost or the cost to replace the item with a comparable item if the title is out of print. In addition, there is a processing fee of $10.00 per item. NHSC students are responsible for any lost/damaged items checked out by their children/guardians at the NHSC library.

Library “Blocks” are sent to the NHSC Registrar’s office. The NHSC Registrar will place a library hold

on the students NHSC record and the student will not be able to get a transcript until this “Block” is

cleared. Library “Blocks” are removed from the student’s record immediately when all charges have been

cleared.

Lost & Damaged Materials

• Patrons are responsible for the replacement or repair costs of lost or damaged items.

• Replacement charges are based on the current retail price of the item, as determined by the library.

• If the lost item is found and returned in good condition within 30 days of payment, the patron may be eligible for a refund of the replacement cost (excluding processing fees).

Confidentiality and Privacy

• The library protects the privacy of patron records and will not disclose borrowing information except as required by law.

• Personal information collected during registration is used solely for library purposes and is not shared with third parties without consent.

Special Collections and Restricted Materials

• Some items, such as rare books, archives, and reference materials, may be restricted to in-library use only.

• Access to special collections may require advance notice or an appointment with library staff.

• Photocopying, scanning, or photographing of certain materials may be restricted to protect fragile items or copyright.

Interlibrary Loan

• Patrons may request items not available in the local collection through the interlibrary loan service.

• Interlibrary loan requests are subject to the policies and lending periods of the lending library.

• Patrons are responsible for observing due dates and returning interlibrary loan materials in accordance with the lending institution’s guidelines.

• Failure to return interlibrary loan items on time may result in suspension of the service and any fines levied by the lending library.

Responsibilities of Borrowers

• Patrons are expected to treat all library materials with care and to return items in the condition in which they were borrowed.

• Borrowers must inform the library promptly of any change in address, telephone number, or email address.

• Lost or stolen library cards must be reported immediately to prevent unauthorized use.

• Failure to comply with the library circulation policy may result in the suspension or revocation of borrowing privileges.

Appeals and Disputes

• Patrons who wish to appeal fines, fees, or other circulation decisions may submit a written request to the Library Director.

• The Library Director will review each appeal on a case-by-case basis and communicate the decision in writing within 14 days

Policy Review and Updates

• This circulation policy is reviewed annually by library administration.

• Changes and updates to the policy will be communicated to patrons via the library website and signage within the library.

• Feedback from patrons is welcome and can be submitted to the circulation desk or via the library’s online contact form.
